The State of Illinois constitution has a "balanced budget amendment" in it;


 

"The Governor shall prepare and submit to the General Assembly... a State budget for the ensuing fiscal year....Proposed expenditures shall NOT exceed funds estimated to be available for the fiscal year as shown in the budget."


 

Based on this fact, how is it the state has an outrageous 11.6 BILLION dollar budget deficit?? I didn't know following the law was an option. Is Blagojevich still in office, what gives??
