Senator Kyle McCarter
Tuesday July 19 ROC guest Speaker will be Illinois State Senator Kyle McCarter.
54th District State Senator Kyle McCarter was reelected to the Senate in the November 2014 General Election. He will serve the newly created 54th Senate District seat for the next four years. Legislative districts were redrawn in 2011, following the 2010 U.S. Census.
For the 99th General Assembly (2015-2016), Senator McCarter will be a part of four Senate Committees: Environment & Conservative Committee, for which he will also serve as the Minority Spokesman and will serve as a member on the Senate Agriculture, Higher Education, Labor and State Government and Veterans’ Affairs committees.
The counties which make up the 54th Senate district include all or parts of Bond, Clinton, Effingham, Fayette, Madison, Marion, St. Clair and Washington.
Senator McCarter’s legislative career has been marked by his willingness to step up, sometimes as a lone voice, to propose solutions to long-term problems such as government spending and debt, and a degraded state business and jobs climate. He has championed education and government fiscal and regulation reform, and has been a staunch defender of the Second Amendment, energy consumers and religious freedom.
McCarter has served in the Illinois Senate since February of 2009 when he was picked to succeed Senator Frank Watson who retired. He was appointed to the old 51st Senate District and won election to the seat in the fall of 2010. After redistricting, McCarter won election to the newly-created 54th Senate District seat in 2012 and 2014.
The Senator’s elected office experience also includes serving on the St. Clair County Board and as a member of the Board of Directors with the O’Fallon Chamber of Commerce, including a four-year term as Chairman of the Economic Development Committee.
Kyle McCarter is a small business employer who operates two manufacturing facilities, Custom Product Innovations and Custom Coating Innovations. As a business owner, Kyle knows state government can play a productive role in fostering economic development and job growth. The Senator and his wife, Victoria, are the parents of two sons. Kyle is a 1984 graduate of Oral Roberts University with a degree in Accounting.
Senator McCarter will be speaking about the state of the state, immigration and other issues that are sure to be of interest to everyone.
There will be a question and answer segment at the end of his talk. Please come with your questions ready. Seating is very limited so come early to get a seat.

There are million of us legal immigrants who have come to the United States from all over the world. In many of our cases, we escaped from brutal Communist dictatorships and Marxist regimes, and we were blessed by God to arrive here in America.
Legal immigrants need to unite with native born Americans and become a voice of reason in our adopted nation. We want to do so out of love, gratitude, and thanks to this nation, and also to honor those who sacrificed their lives to protect us and our freedoms.
Legal immigrants have worked very hard to integrate themselves into American culture and society. We have started businesses, hired Americans, paid taxes, raised families, and fought in wars. Today, however, we notice that our enemies seem to be not outside our borders, but rather in our midst.

One of the nation’s most insightful voices on immigration, Dr. Stephen Steinlight is a Senior Policy Analyst at the Center for Immigration Studies (CIS) in Washington, DC. He focuses on ascending trends in immigration and immigration policy, America’s changing demography and culture, the politics of immigration, the impact of immigration on the nation’s social cohesion, and the consequences of massive low-skill immigration on America’s most vulnerable groups. He is also concerned with the nexus between immigration and national security in an age of Jihadist terrorism and significant Muslim migration to Western Europe and the United States.
Dr. Steinlight has testified before the Judiciary Committee of the United States House of Representatives and the Judiciary Committee of the United States Senate. He has also provided expert testimony before state legislatures and State Freedom of Information Commissions. He has shared podiums with members of the House and presidential candidates. He has also addressed hundreds of state legislator and civic and religious groups across the country, been a panelist at conferences and public forums, and is frequently interviewed on radio and TV. He has written extensively on many of the central issues in the immigration debate.
Prior to joining CIS, he was Executive Director of the American Anti-Slavery Group, the Boston-based abolitionist organization. For eight years he was National Affairs Director at the American Jewish Committee (AJC) where he oversaw its public policy agenda centered on First Amendment issues, civil rights, immigration, and social policy. While at AJC, Dr. Steinlight was a member of the Leadership Conference on Civil Rights and founded and served as Senior Advisor to the critically-acclaimed commonQuest: The Magazine of Black-Jewish Relations.

Some of the specific issues we face currently and which I am deeply concerned with:
Repeal Obamacare, more accurately described as the Un-Affordable Care Act.
Pro-Life. I will vote to defund Planned Parenthood and vote for Pro-Life legislation.
Immigration/Amnesty. Stop the influx and enforce the law. No to another Amnesty Program.
Budget. Balance the budget. Fix the tax code, make it flat and simple, and slash the size of the IRS. Stop giving our treasury to foreign countries, crony capitalists, and end the “Corporate” welfare.
2nd AMENDMENT. I firmly support the right to bear arms as unequivocally stated in the Bill of Rights: “A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” NRA Member.

Demetra DeMonte is the Republican National Committeewoman for Illinois, elected in June of 2008 and re-elected in June of 2012. Demetra also served as Secretary of the Republican National Committee from January 2011 until January 2015. In both roles, Demetra has cherished the opportunity and privilege to be an advocate for leaders, activists and volunteers.
Demetra represents Illinois on the RNC Rules Committee and recently served on the 2016 Convention Site Selection Committee.
Demetra was appointed and served as Co-Chairman of Women for Rauner. Bruce Rauner was elected governor of Illinois in November 2014.
Demetra’ s passion is to elevate the effectiveness of leaders, activists and volunteers in the party. In 2013, she developed her own grassroots training program entitled, “Battle Plan for Building a Winning County Organization!” to help county chairmen build their organizations, enhance GOTV efforts and win the 2014 elections. On a volunteer basis, Demetra has traveled to and trained county chairs and activists in 17 states, and all across Illinois.
Additionally, Demetra is one of the founders of “Tuesday School”, a project to give RNC members additional tools to become candidates or major players in the issues and campaigns in their states.
Demetra also serves as a member of Republicans Overseas Worldwide Advisory Committee, (RO). RO is an organization dedicated to keeping our overseas voters engaged and actively voting, and is working to end double taxation of American Citizens living overseas caused by Citizen-Based Taxation. She was also Delegation Leader for the 2012 RNC Delegation to Taipei, Taiwan.
Demetra is a successful fundraiser for the Republican National Committee, having helped raise over 1 million dollars. She also has also raised tens of thousands of dollars for candidates in her home state of Illinois.
In 2010 Demetra was appointed Illinois Republican Director of Coalitions. Demetra formed the Illinois Coalitions Leadership Team and recruited activist representatives from over 60 Illinois organizations under the banner of “United by Issues” and dedicated to getting Republican candidates elected. She secured the enthusiastic support of the RNC and engaged the talents of RNC staff at workshops to improve the media and social media effectiveness of the leaders of these coalition organizations.
Demetra has spent her life working hard and earning her way up the political ladder. Born and raised in Chicago, her father served as a Democrat precinct captain and secretary to a Chicago Alderman and Ward Committeeman. However, Demetra switched her allegiance to the Republican Party, when she realized the words of Ronald Reagan rang true: “I didn’t leave the Democrat Party, the Democrat Party left me.”
She and her husband, Dr. Anthony DeMonte settled in Pekin, Illinois in 1978. From downstate in Tazewell County, Demetra has successfully served in nearly every position in local and state party leadership. She was elected Precinct Committeeman, County Vice-Chairman, Tazewell County Republican Chairman and Illinois State Central Committeewoman.
Demetra has served as the Chief Business Operations Manager of the orthodontic practice she and her husband built in Pekin. She is responsible for managing all business aspects of the practice including strategic planning, finance, accounting and human resources. Demetra and Tony have two grown married daughters, Alexandra and Elizabeth.

A Critical Community Resource for Clean Water
The Mahomet Aquifer is the primary source of drinking water for municipalities and homeowners in 14 Illinois Counties. It is the sole source of water for residents of the Cities of Champaign, Urbana, and Savoy, as well as other central Illinois communities. The aquifer provides drinking water to hundreds of thousands of people. The aquifer also supports thousands of commercial, industrial, and agricultural water users. The City believes that preserving this source of clean water that is vital to all of our residents, as well as to agriculture and industry, is in the best interest of the community. To that end, the City has partnered with other communities and affected parties including Champaign County and DeWitt County; the cities of Urbana, Delavan, Clinton, Watseka, and Gilman; the Town of Normal; the Villages of Armington, Savoy, Mahomet, Mansfield, and Waynesville; the University of Illinois; and the Illinois American Water Company to protect this vital resource. This group submitted an application to the U.S. EPA on December 12, 2012, to have the Aquifer designated a Sole Source Aquifer (SSA).
